Vance letter to Mohsen Rezaei
A letter from Vance to Mohsen Rezaei is the vehicle here, and the recipient is worth noting: a senior hard-liner in Tehran and onetime IRGC commander. Rezaei has been issuing threats aimed at the UAE, at data centers across the region, and at internet cables. Yet Washington seems to have landed on the idea that figures of his type might be the ones who can actually make a deal. Vance's public record backs military action; in private he has argued against letting any conflict drag on. So the letter is a test of whether talks can close off escalation before the next round opens. Whether Tehran takes it is the open question. WSJ / Naz
