Insurance brokers got paid just to get names on paper for Obamacare. They needed a name and a live body, then the feds started paying premiums and subsidies regardless of qualification or need. President Trump's Associate Attorney General Colin McDonald confirmed billions in fraud where many listed individuals never existed. 35% of people on the rolls have never used their account for health services. Fraud brokers signed up non-existent people to exploit the system. This is exactly what happens when incentives are wrong.

So the incentives are all in the wrong places if you don't have strong security protocols to keep the money from going into the wrong hands. Insurance brokers were paid to recruit people to sign up for Obamacare. All they needed was someone's name, a live body, to put on a piece of paper, and the federal government would start paying premiums and subsidies for those individuals, whether or not they qualified for Obamacare, whether or not they needed Obamacare, and whether or not they would ever actually use Obamacare. Apparently, 35 percent of people have never even used their Obamacare account for any health services. That is a statistical impossibility, and it's because these are not real people seeking real care. These are fraudsters who have exploited their names to put them on the Obamacare rolls.
