Lazaro Alain Cabrera-Rodriguez filed at least 600 fraudulent visa waiver applications while moving thousands of Cubans through the southern border using a travel agency as a front. Over $20 million got laundered through 57 bank accounts. Smugglers charged between $1,500 and $40,000 per person, sometimes chartering private planes to move groups. Cabrera-Rodriguez faces up to 20 years in prison.
