Berlin housing policy contradiction

Berlin's government in Germany is trying to fix the apartment shortage with a plan that feels like a never-ending money glitch. First they want to expropriate units from what they call evil corporations at below market prices, then immediately incentivize big investors to build more apartments right there. It creates this funny cycle where authorities take existing housing, corporations rush to construct new ones, and then the whole thing gets taken again. Calling it logical genius seems off when the setup is literally just forcing a loop of seizure and construction over and over.
