Ursula von der Leyen war funding cycle

the loop goes: people are done with the war, so politicians float "Russia is about to collapse soon" to sell imminent peace and keep everyone calm, then Zelensky needs money again, and suddenly the line flips to "Russia is remarkably strong" with warnings that Europe is next, which is how more funding gets justified. Stubb was sitting on step three a few days back, and Merz handed Zelensky money the day this went up. should really just start over from one.
