Collina single shot penalty proposal

Pierluigi Collina thinks the penalty taker holds too big an edge over the goalkeeper. His numbers: around 75% of spot kicks turn into goals, and the rebound rule just piles more onto that. So his fix is a single-shot setup. Score it and it counts. Get saved or miss it and it's a goal kick, no second play. What that also kills is the whole crowd of players drifting into the box early, camping out for a rebound. Collina's read on that group: they look like horses ready to start a race.
