Reagan designated Iran a state sponsor of terror and sought allies to intensify the squeeze. Clinton prohibited American trade, investment, and petroleum dealings amid a balanced budget. Anthony notes this era represented the strongest hand Washington ever held, but Tehran refused to fold. Congress later passed a 1996 law penalizing foreign firms investing in Iranian energy.
